Gum Ranch Park is open for play. Come on out and enjoy the new park in Fair Oaks and spend the hot summer days playing on the brand new splash pad and playgrounds or just enjoy a walk on the expansive trail throughout the park.
The Gum Ranch Park grand opening ceremony and ribbon cutting is scheduled for January 13th, 2022 at 3pm.
Gum Ranch Park is an upcoming 4 acre park begin built by developer Elliot Homes which will be granted to Fair Oaks Recreation & Park Districts’ care once construction is complete. This type of development is known as a turn-key park and is being built to satisfy Quimby Act requirements during new development.
The park is being constructed under the supervision of the developer.
The park’s amenities will include:
Construction commenced in late 2020 and is nearing completion. The developer estimates that the park will be opened to the public in late November.
Gum Ranch Park is currently in its “grow-in” period. Fair Oaks Recreation & Park District is planning on performing a ribbon cutting and grand opening ceremony on November 16th from 3pm-6pm.
FORPD is still waiting for the County to finalize the remaining permits that will allow us to remove the fencing and allow the public into the park. The permits are still “in progress,” and we don’t have a timeline as to when they will be complete.

Around the Community Clubhouse, surveying and grading are being completed in preparation for the flatwork which will soon commence. This would be paving and concrete work which will provide paths of travel immediately surrounding the building. On the western side of the facility a retaining wall is being poured which is adjacent to work being performed on the electrical transformer which, in order to meet code, had additional SMUD requirements. Aligning the underground electrical work with the inspection schedules of SMUD has been an ongoing process. Once we complete this work, we’re one step closer to being “out of the ground” which should enable the project to begin moving forward in some visually stunning ways. Due to dry rot, there are several windows on the south, west, and north sides of the Clubhouse which will either be replaced or removed. The windows being removed have been deemed unnecessary, as they are located directly over/in areas which are completely enclosed by the theater organ’s enclosures. As such, they neither allow light into the facility nor do they allow viewing into or out of the Clubhouse. The removal should better protect the organ as well.
Inside the Clubhouse, work continues in both the upstairs and downstairs restrooms. Upstairs the floors and walls have been tiled and grout should soon follow. Downstairs the floor has been tiled which will soon be grouted. The walls will soon follow.
In the interest of maintaining the current levels of activity in the village, parking spaces surrounding the project site are still available; the District will continue to keep parking available for as long as possible throughout the project in the interest of enabling Fair Oaks residents access to the businesses and attractions of the Fair Oaks village.
As part of the overall Measure J project in Village & Plaza Park, the Community Clubhouse will receive several updates to improve facility longevity, safety and desirability.

Work has been nearly non-stop on the new Fair Oaks Performing Arts Center. Many of you have likely wondered, “what’s happening with the roof?! Why is that not complete yet?” It’s a great question! For fire safety, roof hatches are required which can be opened in an emergency to allow smoke to escape. The original roof hatches that were specified in the design were no longer available; the District’s construction team had to pivot at that point, finding new smoke hatches that met requirements. New hatches were identified but they were heavier than the previous hatches, so the design team has been working on calculations to be sure that the structure is capable of handling the added weight. Some additional framing was deemed necessary and this is nearly complete. Once that is done, the hatches can be installed and the remainder of the roof can be completed. If original plans had not gone awry, the roof would have long since been completed. Alas, that proved not to be the case; we’re working through these hiccups and finding solutions.
Otherwise, the finish coat of the stucco on the building is completed and eave and cutout panels are being installed. The eave panels arrive a very “appealing” shade of yellow, but rest assured that these will be painted before they’re considered complete. Bobo is working towards completing the work up high on the building so that scaffolding can be removed to allow for work further down on the facility. Once these steps are complete, the scaffolding will be removed so that surveying and grading can be performed in preparation for the flatwork and approaches surrounding the facility.
Inside, drywalling and mudding have been completed throughout the facility. The restrooms are seeing tile work. Utilities, HVAC, and audio/visual connections are set. The building is moving towards finish work in a number of exciting ways.
In addition, the District is exploring funding options to attempt to replace the amphitheater seating. The goal is to move away from the lumber bench seating towards something that improves audience comfort. New design work is needed which will likely require new grading throughout the area as well. The District will keep everyone updated on the state of new funding options for this portion of the project.

Existing amphitheatre stage building will be remodeled and enhanced to include a lobby, dressing rooms, recreation rooms, an enclosed blackbox theater, new restrooms, updated ADA accommodations and an outdoor raised stage facing Plaza Park. The remodel will update the exterior of the facility to bring it in line with current village aesthetics.
With these improvements, the Amphitheatre will be able to be used year-round despite heat, cold or rain.

Fair Oaks Recreation & Park District’s Board of Directors has approved a project to construct a youth oriented pump track within the current footprint of the Fair Oaks Bike Park at Phoenix Park. The project was proposed by a local non-profit, Family Freeride, that is dedicated to creating opportunities to get kids on bikes.
The pump track was designed with the help of professional services and was constructed from dirt. The goal of its design was to incorporate the existing elements of the bike park while adding additional features for the public to enjoy.
Thanks to Family Freeride and the Fair Oaks Recreation & Park District Board of Directors, an additional $25,000 was supplied to the Bike Park Pump Track project in order to install an irrigation system (in order to maintain the form of the track and perform maintenance) and a gate so as to close the park during inclement weather to prevent damage to the dirt track.
At this stage in construction, the irrigation has been installed by District Staff. Staff is currently awaiting the final quotes from local companies to fabricate and install the rolling gate at the front of the park.
The shade structure engineered drawings have been finalized and are with the County for permit approvals. Once that is complete, a timeline can be established and shared with the public regarding installation of the final element of the project.

Thanks to a private donation from an passionate Fair Oaks Dog Park family, the drainage at the north end of the dog park, shared between areas one and two of the dog park, is being improved. The new pad and drainage area is roughly doubling in size, and the French drain is being redirected and enhanced to allow for appropriate drainage without flooding the dog park user areas. The new pad should better contain loose water; it is designed to allow for District staff to clean out the drainage system when needed, and the water spigots are being upgraded to current water conservation requirements.
In addition, the donation allows for replacement of trash receptacles in the area.

Together with local community members, a nine-hole disc golf course is being installed in Miller Park. The course will utilize much of the open space within the park’s boundaries. The course will include concrete and aggregate tee pads, professional grade disc golf baskets, bench seating, new trash receptacles, and all the appropriate signage such as course maps, hole maps, caution signage for flying discs, and course rules and etiquette.
Construction slowly continues on the Miller Park Disc Golf Course as other projects create delays in the time line. Currently, District staff is collecting design options for a welcome sign and kiosk at the beginning of the course. Other projects are still upcoming. These projects include a “drop zone” at holes two and seven, some steps at several holes to prevent slip hazards, gravel walk paths through some areas that see heavy traffic, additional safety signage throughout the course, tree plantings in strategic locations to assist in course safety, course etiquette and rules signs, a disc return box for lost and found discs, and benches throughout the course to provide seating to residents.
Fair Oaks Recreation & Park District’s primary focus is safety. The District strives to provide a space in which legacy users and new user groups can coexist in a safe, enjoyable space.

Work is continuing apace whenever the winter and spring weather has allowed. There is a lot of exciting visual progress being made throughout the site; if you haven’t recently, take a walk around the village to see everything for yourself!
On the eastern side of the property there has been much work performed in preparation for the playground installation. The curbing has been completed around the footprint of the playground and aggregate base has been installed and compacted. It’s a busy time of year for playground installers though, so the District’s construction team is working on finding a time for a professional playground installer to be on-site and complete this section of the project. Our hillside play area is graded and the embankment slide is installed as well. You may see a pile of boxes on the edge of the project – these are all the playground features awaiting installation.

The District is in the process of exiting an agreement with the County. This agreement was an attempt to pave not only to the centerline of the road but from shoulder to shoulder. The increased costs of meeting road paving requirements proved to be untenable. As of this moment, the District will return to the originally bid project specifications which were to pave only to the centerline of the road in most places. The huge bump between our District Office and one of the new parking areas was always under contract to be fully paved in order to manage the extreme crown present in the existing conditions of the roadway, so this issue will be managed as part of the overall paving project. This should allow the roadways in many locations to remain open during paving – at least one lane that is.
As of this time of this writing, Fair Oaks is experiencing some more spring showers which does slow the project down, but the construction team will do everything possible so as to continue work where possible throughout the project site.

The updated park will include a walking path that connects Plaza Park and Village Park.
The parking area in front of the Clubhouse will be redesigned and will move to nose-in stall parking increasing parking by approximately 20 spots.
There will be a small stage in Plaza Park for performances and events.
The playground will be replaced with updated and exciting new equipment including hillside play elements.
A demonstration garden will be planted along the south end of the park.
Seating walls and new benches will be spaced throughout both sides of the park.
A bistro-style seating area with overhead lighting will be created on the western edge of Plaza Park
A new seating area with shade will be constructed at the top of the hill near the restrooms in Village Park. The adjacent buildings currently in the location will be removed.
ADA connectivity will be enhanced throughout the site.
A new restroom building will be constructed in Village Park near the playground, and new restrooms will be accessible from Plaza Park in the exterior wall of the new amphitheater building.
Access to Village Hall will be enhanced.
Space for public art will be allotted to provide avenues for local artists to exhibit their work.

11/4/2021 – Jim Streng Park had its grand opening celebration and was made available to the public! We hope you enjoy the park. The project will still be listed as incomplete for a short time while we await the monument sign which will be placed adjacent to the stairs leading up to the playground.
Jim Streng Park is in the final stretch! Fair Oaks Recreation & Park District is planning a ribbon cutting and grand opening ceremony for November 4th from 4pm to 5pm.
Wednesday, September 29th, 2021: Playground equipment is installed and awaiting safety surfacing to prevent injury to users. Final concrete is being poured over the next two weeks, and final plantings and site furnishings will soon follow. A grow-in period is required to ensure the park is ready for the public; the grow-in period is a minimum of 30 days. Keep on the lookout for a ribbon cutting event before the end of the year!
Monday, September 13th, 2021: Construction is on-going at Jim Streng Park. Playground equipment is being installed this week, planting has begun, irrigation is in, and a wonderful free play area is ready to go!
Friday, May 28th, 2021: The final building permit has been issued to FORPD; grading is expected to commence the morning of June 1st, 2021.
The selected bidder was Olympic Landscaping.
Bid documents have been received by all three Landscaping Contractors who attended the mandatory pre-bid walkthrough. The bid documents are currently being reviewed by staff. Staff’s recommendation will be brought to the Board of Director’s meeting on March, 17th, 2021 at 6pm.
Wednesday, February 10th, 2021: District staff, along with the District’s construction management firm ICS, met with potential bidders at the mandatory pre-bid site walk. Potential bidders were able to see the location and ask questions about the project and the project documentation in order to better formulate a bid to provide to the District. Successfully completed bid documents have a deadline of February 23rd to be handed in to the District. Once the bids are opened and a bidder is selected, District staff will take their decision to the March meeting of the Board of Directors on March 17th, 2021 at 6pm. If the contract is approved by the Board, a notice to proceed can be delivered to the selected bidder immediately.
A new park will be built at the corner of Swallow Way and Lake Nimbus Drive just off of Hazel Avenue. The park will be focused around a playground and natural play area to keep the whole family active. Low water use plantings will be spaced throughout the park intermixed with seating areas to allow families to remain together while the kids are out playing.
The park was officially named Jim Streng park by the Fair Oaks Recreation & Park District Board of Directors.

Update as of May 2023: The District has currently moved the focus of new girls softball fields to the newly acquired La Vista softball fields. Community Outreach for the Phoenix Park Master Plan took place on April 11th and May 2, 2023, and the Board of Directors approved a preliminary Master Plan through Wilson Design. The Master Plan includes various improvements to the Park such as additional parking, improved seating areas and playground, bike park modifications, improved walkpath access, and more. Please see attached details for more information.
This project will include two new girl softball fields, an estimated 140 additional parking spots, a new playground and bathroom. The District is currently in deliberations to move these new features to an alternative location. As such, development is currently on hold. Public outreach to follow.
